General Monitoring Notice
The Willoughby-Eastlake City Schools is committed to providing students with seamless access to technology for educational purposes within the school environment. To that end, the District may issue students “school-issued devices” during the school year. These devices include hardware, software, devices, and accounts that the District, acting independently or with a technology provider, provides to an individual student for dedicated student use.
Ohio law generally prohibits a school district or its technology provider from electronically accessing or monitoring (1) the location-tracking features of a school-issued device; (2) the audio or visual receiving, transmitting, or recording feature of a school-issued device; and (3) student interactions with a school-issued device, including but not limited to the keystrokes and web-browsing activity. However, general monitoring is permitted in certain circumstances, and in any year a school district elects to implement general monitoring, parents of enrolled students must be provided notice of such general monitoring.
As a result, the District is notifying you that it implements general monitoring when:
- The activity is limited to a noncommercial educational purpose for instruction, technical support, or exam proctoring;
- The activity is permitted under a judicial warrant or subpoena unless otherwise prohibited by state or federal law;
- The device is missing or stolen;
- The activity is necessary to prevent or respond to a threat to life or safety, and the access is limited to that purpose;
- The activity is necessary to comply with federal or state law;
- The activity is necessary to participate in federal or state funding programs.

Ohio law requires school districts to provide parents and students annual notice regarding curriculum, testing, orassessment contract(s) with any technology providers the school district has entered into affecting studenteducation records, as defined by the laws requiring this notice. As a result, the Willoughby-Eastlake City Schools is notifying you that the District has contracts with thefollowing technology providers. You can view the list and learn more about the providers by visiting this link. The Willoughby-Eastlake City Schools prioritizes the privacy and security of student information. Student/Parent Rights
As required by the Individuals with Disabilities Education Improvement Act (IDEIA 2004), the Willoughby-Eastlake Schools is conducting a Child Find campaign to identify, locate, and evaluate all children with disabilities from age 3 through 21, residing within the school district. This includes students with disabilities who are homeless, wards of the state, or attending nonpublic schools, regardless of the severity of the disability. If you know of a child with a disability, or a child suspected of having a disability, who is not currently receiving appropriate educational and related services, please contact the Director of Pupil Services, Heather H. Anti-Bullying Compliance & Public Reporting Summary
In accordance with ORC 3313.666, Willoughby-Eastlake City Schools maintains a strict policy prohibiting harassment, intimidation, or bullying. The district adheres to the legal requirement under ORC 3313.666(B)(11), which mandates specific transparency measures for school administration:
"A requirement that the district administration semiannually provide the president of the district board a written summary of all reported incidents and post the summary on its web site, if the district has a web site, to the extent permitted by section 3319.321 of the Revised Code and the 'Family Educational Rights and Privacy Act of 1974,' 88 Stat. 1855, 20 U.S.C. 1232g, as amended."
The Board of Education has formalized these requirements through Board Policy 5517.01 (Anti-Harassment, Intimidation, and Bullying). This policy ensures that:
- Prohibited Acts: Any intentional written, verbal, electronic, or physical act that a student exhibits toward another student more than once is strictly prohibited if it causes mental/physical harm or creates an intimidating educational environment.
- Reporting Procedures: All staff members are required to report witnessed or reported incidents to the building principal.
- Public Accountability: The Superintendent or designee must provide a semiannual report to the Board President detailing the number of verified acts of harassment, intimidation, and bullying.
To maintain transparency and comply with state law, Willoughby-Eastlake City Schools publishes these semiannual summaries of substantiated bullying incidents.
